An Away Team beams down to Rubicon III, an idyllic world of beautiful, scantily-clad people, the Edo. Meanwhile, the Enterprise is hailed by an unknown ship that warns them not to 'interfere with my children below'. Wesley damages a flowerbed - and is sentenced to death. Perfection on Rubicon has been obtained by establishing random 'punishment zones' where even minor crimes carry the death penalty. Rivan, one of the Edo, is taken to the Enterprise, but the mysterious ship orders them to return her to the surface. Rivan tells them the ship is their god. Picard communicates with the ship, telling it that true justice takes circumstances into account. The 'god' is persuaded, and Wesley is released.

Trivia
The original story was set in an urban dystopia, Llarof, where all crime was punishable by death. Worley Thorne's rewrite transformed the planet into a rural idyll. while Gene Roddenberry added the alien spacecraft watching over the Edo.
This saw the first major location shoot for the series (a couple of holodeck shots in Encounter at Farpoint were filmed on location), at the Tillman Water Reclamation Plant in Van Nuys.
