Wesley beams down to Relva VII to sit his Starfleet Academy entrance exams. Admiral Quinn and his assistant Remmick beam up to inspect the ship. It becomes clear they are investigating Picard for violating the Prime Directive. When they fail to discover any evidence of this, Quinn confides in Picard that there's a conspiracy in Starfleet, and asks Picard to become Commandant of Starfleet Academy to root out the problem. Picard declines. Wesley narrowly fails his exam, losing to Mordock, the first Benzite to be accepted. Picard confides in him that he only got in on his second attempt, and Wesley vows to try again.
